{"id":104938,"date":"2023-11-06T15:52:43","date_gmt":"2023-11-06T13:52:43","guid":{"rendered":"https:\/\/sfee.gr\/ti-pragmatika-ischyi-gia-tis-ypochreotikes-epistrofes-o-ebegmos-prepi-na-stamatisi-2\/"},"modified":"2024-03-12T19:07:32","modified_gmt":"2024-03-12T17:07:32","slug":"what-is-the-reality-regarding-mandatory-returns-the-mockery-must-end","status":"publish","type":"post","link":"https:\/\/www.sfee.gr\/en\/what-is-the-reality-regarding-mandatory-returns-the-mockery-must-end\/","title":{"rendered":"What is the reality regarding mandatory returns \u2013 The mockery must end!"},"content":{"rendered":"<p><strong>Halandri, November 6<sup>th<\/sup>, 2023.-\u00a0<\/strong>On the occasion of the publication of recent articles stating that Greece achieved the Recovery Fund\u2019s goal of reducing the clawback of 2022, we would like to make known the following:<\/p>\n<ul>\n<li>It is known that from 2012 onwards pharmaceutical companies finance the pharmaceutical expenditure of the State through mandatory returns described as rebates and clawback.<\/li>\n<li>Since then the pharmaceutical companies have returned to the State more than \u20ac14 billion from their invoiced sales through mandatory returns.<\/li>\n<li>These mandatory returns every year are\u00a0<strong>greater<\/strong>\u00a0than the previous year and in 2022 -for the first time ever- they\u00a0<strong>exceeded the State\u2019s contribution to pharmaceutical expenditure<\/strong>\u00a0by at least \u20ac200 million. This is an unsustainable European record.<\/li>\n<li>The State committed under the RRP (Recovery Fund) to reduce the levels of total returns (through a reduction in clawback) compared to 2020, from 2022 to 2025 by applying \u201cefficiency enhancement measures\u201d rather than\u00a0<strong><u>accounting alchemy<\/u><\/strong><u>.<\/u><\/li>\n<li>Therefore, instead of substantially financing expenditure on the one hand and substantial measures to control and contain expenditure on the other, it drags pharmaceutical companies into compulsory and exhaustive negotiations, forcing them to\u00a0<strong><u>pay in advance<\/u><\/strong>\u00a0what they would more or less pay (perhaps a little more) through the current mechanism of mandatory returns. Therefore, there is no issue of\u00a0<u>additional \u201csavings\u201d of \u20ac 544 million<\/u>\u00a0as some articles state.<\/li>\n<li>As a result, the situation continues to deteriorate for businesses, while the State boasts that it has \u201cachieved the clawback reduction target compared to 2020\u201d, while mandatory returns in 2022 are at least \u20ac500 million more than in 2020. Overtaxation has no limits.<\/li>\n<li>If we get at some point in our country that we will be looking for established medicines or we will not have success to new innovative treatments available, the responsibility does not lie in the least with the pharmaceutical companies.
